At a December 9, 2011 City Hall meeting, Frank LaMere and Tito Parker received War Eagle Human Rights Awards from the Sioux City Human Rights Commission for their work improving children’s lives and advocating civil rights. Frank LaMere is a member of the Winnebago Tribe of Nebraska and head of the Four Directions Community Center. He has played significant roles in passing the Iowa Indian Child Welfare Act and in rallying against liquor sales in Whiteclay, Nebraska to the dry Pine Ridge Indian Reservation. Tito Parker is of Blackfoot, Cherokee, African and Mexican American descent. Tito Parker is an active community member in feeding the hungry, and assisting children with homework and teaching children to grow crops for their families in a garden he established.
