NCIA Executive Director Judi gaiashkibos testified in support of Senator McKinney’s LB 630 on February 14. The bill is a bit nuanced as it leads with advocating for a statewide dress code and grooming policy, which could be on the surface seen as imposing state restrictions on proper attire, however, upon testimony, it is clear that instead the intent is to ensure that local school districts do not have dress code standards that could be discriminatory and targeted toward students based upon their race, sex and religion which could adversely affect our Native American students. The bill also specifies that the dress code cannot discriminate based upon a student’s hair style, which again could afford a protection of the rights of our Native students.
